TITLE: Marketing Communications Manager
SALARY: $65-75K, commensurate with experience 

HOURS: Full-time Monday-Friday, Occasional Nights/Weekends

LOCATION: The CEIC Office is located in the Central Eastside and operates under a hybrid schedule (in office M/W/F, WFH T/TH). Work requires travel around the district to meet with stakeholders.

The Central Eastside Industrial Council (CEIC) was formed in 1980 to support the interests of member businesses in the Central Eastside Industrial District (CEID or “District”). The Central Eastside Industrial District is geographically defined as I-84 to Powell Blvd and the Waterfront to 12th Ave. It spans 681 acres and includes 1,300 businesses, 22,000 employees, and 2,000 residents. About Central Eastside Together (CET)

Central Eastside Together (CET) was formed by the CEIC in 2019 to support the interests of member businesses. CET is one of Portland’s three enhanced service districts, which provides cleaning, safety, and graffiti removal services beyond the city’s basic services. CET seeks to enhance the pedestrian experience, reinforce economic viability, and promote Central Eastside’s unique identity through our innovative and highly responsive service programs. cetpdx.org

About the position

The Communications Marketing Manager supports the work of the Central Eastside Industrial Council and Central Eastside Together team by elevating our communications and community engagement efforts that span our membership, enhanced services, and transportation demand management programs. This staff member reports directly to the Executive Director to implement communication strategies to retain our members, support our community, and steward our mission of creating a vibrant and prosperous district for those who live, work, and play in the Central Eastside Industrial District. 

A successful candidate must thrive in start-up environments and be interested in solving complex problems to advance the Central Eastside business community.  Due to the responsive nature of the Central Eastside Industrial Council and the Central Eastside Together, a successful candidate should be agile, able to transition between projects and be a confident leader in their respective focus.  A successful candidate will have proven experience leading mar/comm efforts across all functions and be able to guide decision-making backed by data and community feedback. 

Specific Responsibilities

Brand Management - coordinate cohesive messaging across all channels; create and implement communication standards and annual editorial calendar; generate original content; maintain website and social media accounts; secure consistent positive earned media coverage for Central Eastside and its members. This includes writing and producing bi-monthly, photo-rich e-newsletters and as-needed district alerts; segmenting and growing newsletter subscriber list and ensuring all stakeholders receive communications; delivering quarterly hard-copy newsletters; assessing subscriber/readership metrics and trends

  • Market and Promote District – promote Central Eastside business activities and events; create marketing campaigns to drive awareness of CEIC/CET programs, events and services;  attend business district events; work with external partners including Prosper Portland, Travel Portland, Travel Oregon, and Venture Portland.

  • Newsletter – write and produce bi-monthly, photo-rich e-newsletter and as-needed district alerts; segment and grow newsletter subscriber list and ensure all stakeholders receive communications; deliver quarterly hard-copy newsletter;  assess subscriber/readership metrics and trends.

  • Social Media – post consistently; increase followers, engagement, and reach; tell district story through photos/video; monitor accounts to ensure timely response to engagement; promote members/stakeholders with spotlight and/or interview posts.

  • Website – oversee and regularly update sites, including member pages; add or improve  functionality based on district needs and service trends; post newsletters and link to  social media accounts; manage vendors 


Community Engagement Events – coordinate Central Eastside activities and events to promote CEID  businesses, identity, and economic impact. These could include quarterly member events, annual member celebrations, and supporting CET quarterly events. 

Explore District – spend time ‘in the field’ to understand the unique needs of Central  Eastside’s diverse mix of businesses, industries, creatives, makers, manufacturers,  property owners, and community and government stakeholders and design appropriate  communications and community engagement events and tools. 

Attend CEIC and ESD Board meetings – present community engagement programs; report performance metrics and ensure clear communication of Central Eastside needs,  strategies, and accomplishments 

Position Requirements

  • Bachelors degree in communications, marketing, social/digital communications or related field preferred. Comparable education and experience will be considered.

  • Requires demonstrated experience with print and digital publishing, social media platforms, and developing presentations using various software

  • Excellent writing and grammar skills and general communication abilities, written and verbal, are required

  • Excellent analytical skills for tracking, measuring, and reporting.

  • Experience working with a health care or social service agency preferred.

  • Requires a high level of personal and professional integrity and accountability.

  • Superior judgment, negotiation, and decision-making skills.

  • Strong analytical skills and adeptly interpreting a strategic vision into an operation model.

  • An exceptional communicator at all organizational levels, with strong oral, written, and persuasive skills.

  • *Applicant MUST have reliable transportation for work-related errands & travel to external meetings. This could be a personal vehicle, current valid Driver’s license, and proof of car insurance, OR the applicant is a regular and efficient user of alternative transportation modes.
