How do the CEIC and PBOT work together for this program?

The Central Eastside Industrial Council (CEIC) is a nonprofit that advocates for the interests of businesses in the Central Eastside. One way we do that is through our Transportation and Parking Advisory Committee (TPAC), which provides feedback to the Portland Bureau of Transportation (PBOT) on transportation and curbside policies. We work to ensure that changes to parking and mobility are fair, equitable, and supportive of a thriving business district.

The Central Eastside Industrial Council (CEIC) and its Transportation Parking Advisory Committee (TPAC) regularly review the permit program with the Portland Bureau of Transportation (PBOT) to ensure it continues to support the needs of businesses across the district. Based on business feedback and transportation data collected by PBOT, several program updates have been approved and will take effect beginning May 2026.

Program Overview

The Central Eastside parking permit program (covering Zone N and G permits) is designed to balance several priorities: ensuring reliable parking access for employees who must work on-site, supporting turnover in retail and commercial corridors, and aligning with the City of Portland’s broader transportation goals, including reducing single-occupancy vehicle trips into the district.


Key Program Updates

  • Permit eligibility is expanding. If you are a current permit holder, you will receive notification when your renewal cycle approaches so that you have the first opportunity to renew your permits. Businesses that have never held permits, or previously held permits but are not currently enrolled, may now apply at any time, pending availability until the maximum allowed is reached.

  • Permits remain first-come, first-served. Businesses are encouraged to apply early or on their renewal date.

  • The permit allocation limit is increasing. In order to encourage in-office policies that bring employees into the district five days per week, businesses may apply for permits for up to 100% of full-time employees (FTE) for the 2026–2027 permit cycle.

  • Changes will be coming to some street parking spaces in the Central Eastside starting later in 2026. Permit holders will be contacted as these changes are solidified and scheduled. These changes are intended to help support parking turnover for retail and commercial businesses serving visitors, while balancing the need for employee parking. centraleastside.biz

Applying for a Permit

  • Business permit applications will begin through an online application submitted via SurveyMonkey.

Permit Use and Transferability

  • Permits are non-transferable between businesses.

  • Permits may be reassigned between employees within the same business, but they may not transfer if a building or business ownership changes.

Permit Fee

  • The annual permit fee through June 30, 2027 is $395.

  • Annual permit fee starting July 1, 2026 will be determined once City Council passes the 2026/27 budget on June 17, 2026.

  • You are allowed to park in either zone (Zone G or N) regardless of which zone you purchased your parking permit for. It’s interchangeable!
