Important Notice Regarding Parking Permit Changes Beginning May 2025
The Central Eastside Industrial Council and its Transportation Parking Advisory Committee (TPAC) have recommended the following changes to the Portland Bureau of Transportation (PBOT) for the upcoming 2025-2026 permit year. Parking Permit Program guidelines are evaluated based on parking data PBOT and TPAC collected and trends in the Central Eastside. The permit system guidelines for the Central Eastside parking district are outlined below and will begin with the following permit renewal in May 2025. Area Parking Permit Program
● New! Business applications will start their permit application process via Survey Monkey to collect data that will help inform future permit rules.
● Zone N and G permits are valid in either permit zone.
Historically Pre-Qualified
● Zone N permit holders from 2019-2024 are eligible for 2025-2026 but are not guaranteed renewal in subsequent years.
● New! TPAC and PBOT will establish an exception process to allow existing Zone N business permit holders to request accommodations for additional parking permits above their previous renewal amounts. Please contact Lesslie Lopez at lesslie@ceic.cc for more information.
Transferability
● Zone N and G permits are not transferable among permit holders. Permits are issued to the tenants, not the building owner; the sale of a building will not impact the building tenant from receiving their Zone N historically pre-qualified permits as long as the tenant remains at the same address.
● Permits are transferrable between employees of the same business.
Historical Attrition
● As permit stalls are replaced with time stays or meters following best practices for managing the permit system, Zone N permit areas may experience attrition. PBOT will conduct occupancy counts of the on-street system and determine blocks that will shift from permit to time stay or meters. Although no end date has been set for either zone, parking use data will determine future permit availability. The TPAC, PBOT, and CEIC will review the permit system annually to determine necessary actions to address parking needs district-wide.
Enforcement
● PBOT will enforce 2-hour parking in the Central Eastside parking district to ensure permit holders can access parking stalls. Enforcement includes towing abandoned vehicles with expired license plates.
Permit availability
● Business permits are available to businesses up to 90% FTE in the 2025-2026 permit year for Zone G and Zone N businesses that previously held permits.
● New! Businesses in Zone N, who have not previously had parking permits, will be able to apply for permits up to 70% FTE in the 2025-2026 permit year. The maximum number of new Zone N businesses permits will be limited to 400 for the entire district, on a first come first served bases. This new permit eligibility will be renewed annually and is not guaranteed in future years.
Permit Year
● New! PBOT transitioned business permits from a fixed permit year to a rolling permit year valid for 365 days based on date of purchase. Half-year prorated business permits will no longer be offered.
Guest permits
● Businesses and residents may apply for up to 10 books of daily guest permits with a maximum of 10 books per permit year per address.
Permit fee
● The annual permit fee is $385.75 through June 30, 2025. Base permit prices will increase after July 1, 2025 after City Council approval.
